The reason why people think that way is cause the more skin people show, the less they have to hide. That's why men cheat on their girlfriends and wives, they get used to seeing a girl naked and so it isn't as great anymore. They look all chill and laid back wearing shorts. They care more about staying cool with the wind than with their appearance. In conclusion, you wouldn't take me as seriously if I walked into a room ass naked, would you?
